Would it be better to get it looked at by a VA doctor to recommend surgery I was being seeing out in town by a civilian provider who recommended surgery and says even with surgery I'd get 70% back to normal

I was found and unfit for ptsd and instable ankle and I'm waiting for ratings which should be soon. I recently feel and fractured my toe which is expected to take 6 weeks to heal is what my PCM told me. What should I do if my ratings come back prior to my fracture healing?
I have ankle instability. It sprains easily and did every type of treatment but surgery as a last resort with surgery which is required at best I'll be 75% fixed from my ankle.
