How do I begin the process to petition to the Board?

First, while a LOD would be helpful, I don't think it is required to process your claim. That said, without looking into the issue, one possibility is to petition the Board for Correction of Military Records to have a LOD inserted into your records. That is if you are completely separated. If you are still in the reserves, your unit can process one.
