I signed my 199 on Sep 24th and I received my orders on Oct 1st.

What my PEBLO told me is that the ratings we are given during the IDES process are "proposed" and not official or finalized because we are not officially "veterans" just yet. He also said that the VA do a final review after the service member leaves actives duty and make the ratings official.

I just finished the MEB process with "proposed" ratings of 50% DoD, 100% VA. I will begin my separation leave on 6 November and my official retirement date is 29 December. Is there any chance that the VA change my ratings after they receive my DD 214 and make my ratings official?

It could take up to a month to receive your 199 once the VA do their part. In my case, the VA took only two days to finalize my ratings, but the Army took almost a month to write my 199. The VA finalized the ratings on Aug 28 and I signed my 199 on Sep 24, so hang in there. I am just waiting for...
