Vocational Rehabilitation pay issue

I've been attending college online for the past couple years and just completed my program. I will be receiving a Bachelors Degree in Human Resource Management from Columbia Southern University. About a year ago my Vocational Rehabilitation counselor quit and moved away. The new counselor has done fine, except that she told I would receive pay for two months after I stop attending class as long as I am applying for jobs. I finished class November 29 and applied for several jobs in the month of December. on the contract I signed she said I would need to apply for 5 jobs a week, which there was not that many jobs to apply for in the field I just graduated from in the geographical area. I have not received pay for December, and she will not respond as to why. Before I graduated, I also put a request in for reimbursement for school related expenses which has not come, and she will not say why. I'm not sure what to do.
 
For Voc Rehab, you can work it out informally or formally appeal their decision. Many of the counselors are working with what they were told by others, but it is not necessarily accurate. Further, it often depends on who your counselor is. I have had good and no so good counselors.

Have you set up a meeting with her? Also, when they told you that you would be compensated for two months while you applied for jobs, do you have that in writing?
 
I got through to the counselor and she has been busy taking care of other veterans that are starting school this month. I will be speaking on the phone with her at length today sometime.
