My PEBLO has always given me inflated timelines, probably as the worst case scenario.

That type of stuff generally falls under AR 600-20 Army Command Policy, chapter 4. It would have to affect "good order and discipline" or be a conflict of interest as mentioned above. There is nothing specifically in a regulation that covers it.
