I could not get them to e-mail it to me. They said that e-mail is not secure enough and that fax is the only option. There are many online options that give you a fax number and then e-mail you what is faxed. That's what I ended up doing. I use FaxBurner, but there are many other options.

Got my DA-199 back today. So almost exactly 2 weeks after the VA finished the ratings. I'm not entirely sure that when the PEBLO says to just wait that it actually means that something is happening. It seems like as soon as I got them to actually look at what was wrong it all sped up.
