Hi Danielle, I used the attached expedite memo for my case. I followed the exact example sent to me by my PEBLO. I gave a copy to my PEBLO who sent it to VA through her chain of command, and uploaded a copy in ebenefits.va.gov for more visibility. I hope this helps.
