The VA does a pre-preliminary rating incase the PEB does find you unfit. I know it sounds dumb but it's just what I have seen and been through myself. Cleveland will get the package verfiy everything and send it back to the PEB.

I dont think the PEB has determinded fit or unfit in your case. My ebenefits went to the Decision phase before the PEB had determined fit or unfit. I didnt know that I was unfit until it moved from Baltimore to Cleveland. Cleveland was the one that rated my case because Baltimore is backed up...
