You're not required to have a NCOER prior to getting out. Whoever tells you that doesn't know the regs. I retired and my annual was overdue by 6 months. I didn't get one and had no issues. I'm on terminal leave now.

There's some misunderstanding about this step I've seen. The PDA doesn't cut orders. They give a final out date to either retirement services or transition services on your post depending on your situation. They cut the orders based off that. If your date is complete by PDA then contact either...
