Can the VA change 100 %proposed when u get final decision

Why does the va proposed rate change from final va decision

It seems that my final pay check is a month and half I was told that this is cause you get paid for the work the month prior. Ie you get Marchs pay in April.

Question my final pay check seems to be like a month and half of pay is this due to you being paid for the month after you work it.
