Ok, I need some advice. I have applied for this program and been denies 3 times now... Not sure what I am doing wrong. My husband (just got out last year) suffers from a TBI, PTSD, anxiety, memory loss, etc... They keep telling me I do not qualify because he is capable of caring for himself...
