That's how my PEBLO explained it to me and I've never seen any mention here of a 0% referred condition retirement. Maybe other services are different? That's a good question for your PEBLO.

I assume Army, in my case I signed my 199 on 17 April and received my orders on 24 May.

My PEB went up 23 Nov 11, I was found unfit 27 Dec 11, I signed my 199 on 17 April 12, received my orders on 24 May 12
